Since the sale of unpasteurized milk is banned in some states, you cannot transport it over state lines with the intent to sell to the end consumer. The FDA did not actually arrest anyone, nor do they have the authority to make arrests. They went to court to stop an Amish farmer from PA from selling his unpasteurized milk in MD and DC.
